**This position is contingent upon contract award**

SOSi is seeking an experienced Facility Director to lead operations at a federal detention facility in West Texas. The Facility Director will oversee all day-to-day functions, including secure detention operations, ground transportation, medical care, programming, legal access, records management, and processing. The role requires strong leadership, deep knowledge of detention standards, and proven experience managing complex, multidisciplinary operations in secure environments.

Responsibilities:
  • Coordinate facility startup and activation.
  • Ensure adherence to current National Detention Standards (NDS) and all applicable federal, state, and local regulations.
  • Recommend safety and security upgrades to facility design and housing units.
  • Direct secure custody and care of detainees.
  • Update and maintain emergency preparedness plans for outages, natural disasters, or other contingencies.
  • Enforce security protocols and compliance with customer requirements.
  • Oversee daily operations across all contract Statement of Objectives.
  • Implement detainee services, including education, recreation, and wellness programs.
  • Collaborate with internal departments to streamline delivery of activities and support services.
  • Oversee facility budget, staffing levels, and allocation of supplies and equipment.
  • Supervise subcontractors (security, medical, transportation, food service, recreation, legal, records management) to ensure compliance with scope, schedules, and budgets.
  • Manage facility maintenance, repairs, and restoration.
  • Monitor legal and regulatory changes impacting detention operations.
  • Conduct audits and inspections to ensure ongoing compliance with standards.
  • Investigate incidents, enforce disciplinary measures, and ensure accountability.
  • Maintain quality standards across all operational areas.
  • Serve as the primary liaison with government personnel and inspectors.
  • Coordinate with agencies for whole-of-government support.
  • Manage media inquiries in alignment with customer protocols.
  • Build and maintain relationships with community organizations and stakeholders.
  • Lead facility closeout activities, including subcontractor demobilization, asset transfer, and preparation of final reports.
Qualifications:
  • Bachelor’s degree in facilities management, engineering, criminal justice, or related field.
  • At least 8 years of experience in detention or correctional facility operations, including experience with facility startup, operations, and closeout.
  • Knowledge of federal detention standards, including NDS 2025, PBNDS 2016, CBP Hold requirements.
  • Demonstrated leadership in managing multidisciplinary teams and subcontractors in 24/7 operational environments.
  • Eligibility for required security clearances and firearms certifications, if applicable.
Preferred Qualifications:
  • Advanced certification in facilities management (e.g., CFM) or emergency planning.
  • Experience managing detention facilities in remote or high-volume settings.
  • Prior work on similar federal contracts.
  • Bilingual skills for culturally competent engagement with detainees.
  • Knowledge of records management, legal access processes, and financial oversight.
  • Proven ability in crisis management, quality assurance, and government stakeholder engagement.
Working Conditions:
  • Mandatory on-site presence at the detention facility.
  • 24/7 operational environment, requiring shift flexibility and on-call availability.
  • High-security setting with routine interaction with detainees, staff, inspectors, and subcontractors.
  • Potentially physically demanding conditions requiring use of personal protective equipment and adherence to safety standards.
  • Access to administrative workspaces with secure internet and limited interaction with non-government populations without explicit approval.
